The third panel discussion of the Second Karnali International Film Festival featured the “Karnali Film Dialogue,” focusing on various aspects of the development and promotion of Nepali cinema. The panelists included Birendranagar Mayor Mohanmaya Dhakal, Film Development Board Chairman Dinesh DC, actor Pradeep Khadka, and Karnali Province’s Minister for Social Development Ghanshyam Bhandari. The session was moderated by journalist and film writer Vikas Subedi.

Conclusion of the Third Panel Discussion of the Second Karnali International Film Festival:

  1. Karnali as a Suitable Destination for Films – It was concluded that the natural beauty, cultural diversity, and unique storytelling sources of Karnali can be effectively utilized for film shooting.

  2. Government Policy and Infrastructure Development – There was consensus on the need for legal and infrastructure development to promote film shooting. Specifically, it was highlighted that the provincial government should introduce measures such as film cities, tax exemptions, and other incentive programs.

  3. Local Talent and Employment – The discussion emphasized the need to provide training and opportunities to local artists, technicians, and the workforce in Karnali. This would help create local employment and foster the development of the regional film industry.

  4. Film and Tourism Promotion – It was concluded that Karnali’s tourism could be promoted through films, and collaboration between the government, private sector, and filmmakers is necessary in this regard.

  5. Marketing and Investment in Nepali Cinema – The need for attracting investors to the film industry for long-term growth was stressed. There was also a discussion on adopting new frameworks for both public and private investments.

  6. Expansion of the Karnali Film Festival – It was concluded that to make the festival more impactful, international participation should be increased, local film production should be promoted, and efforts should be made to take Karnali’s stories to the international level.

Conclusion: Karnali is a promising destination for Nepali films. Its development requires a combination of policy, infrastructure, investment, local involvement, and promotion. With government support, private investment, and active participation from filmmakers, Karnali can be transformed into a film hub.

The Karnali International Film Festival has been supported by the Film Development Board, Nepal Tourism Board, Karnali Provincial Government, Ministry of Industry, Tourism, Forests, and Environment, Birendranagar Municipality, Gurans Rural Municipality, Kushe Rural Municipality, Mahabai Rural Municipality, Tatopani Rural Municipality, S.J. International, Nabil Bank, Muktinath Development Bank, Expert Education & Visa, National Life Insurance, Hotel Shubha, and various other organizations.


